Reimagining how to restore marine habitats

Restoring one habitat at a time isn't enough. Here's why Wales needs a bigger, more connected vision for bringing our coastal ecosystems back to life.

When we restore a woodland, we do not usually think about one tree, one plant, or one animal on its own. We think about the whole place, from the plants and trees to the wildlife moving through it. The sea should be no different. Yet marine restoration has often focused on single species or small patches of habitat, rather than the wider living system they belong to. If Wales is serious about tackling nature loss and helping our coast adapt to climate change, we need to restore the sea in a more connected way.

The ocean is not separate from the land. Rain falling on the mountains can travel through rivers, estuaries and coastlines before reaching the open sea. Along the way it carries water, soil, nutrients and sometimes pollution. Wildlife also moves through these connected places. This bigger picture is sometimes described as a seascape, the marine equivalent of a landscape. It reminds us that what happens upstream can shape the health of the coast and sea downstream.

For Wales, this way of thinking feels especially important. Our rivers in the west are short and fast-flowing, whilst those in the east are long and slow-flowing, but all link hills, farms, towns and coastlines. Marine restoration should not begin only at the shoreline. It should follow the natural connections that run from land to sea and recognise that a healthier coast often starts much further inland.

Marine habitats do not work in isolation. Fish, birds and other wildlife move between places to feed, breed, shelter and grow. Tides and currents also shift sediment and nutrients, helping to shape the conditions that life depends on. A healthy sea is therefore not just a collection of separate habitats. It is a network of places and processes that support each other.

Many coastal areas are like natural patchworks. Different habitats sit side by side, and each plays a part in supporting wildlife at different stages of life. Young fish may need sheltered areas before moving into deeper water. Birds may feed in one place and rest in another. When these places are connected, they create richer and more resilient ecosystems. 

This does not mean that individual restoration projects are unimportant. Planting seagrass, restoring oyster reefs or improving saltmarsh can all make a real difference. But the greatest benefits may come when these projects are planned to create a rich mosaic of habitats. One habitat can help another by improving water quality, calming waves or holding sediment in place. Over time, these connections can rebuild living systems that support both nature and coastal communities.

The benefits reach beyond wildlife. Healthier coastal ecosystems can support fish populations and strengthen local food webs. Their diversity is important because different species use habitats in different ways and at different stages of their lives. Juvenile fish may shelter within seagrass meadows before moving to reefs or deeper waters. Wading birds may feed on mudflats whilst relying on nearby saltmarsh for refuge. Some coastal habitats store carbon in their sediments and can reduce the force of waves, helping to protect communities from erosion, flooding and storms. Oyster reefs can improve water clarity, creating better growing conditions for seagrass. Seagrass can stabilise sediments, helping to support neighbouring habitats. Saltmarshes can absorb wave energy and trap sediment, providing benefits to the coastal communities behind them. To achieve this, we must rebuild functioning ecosystems which are capable of supporting nature and communities for future generations.

Wales is well placed to lead this more ambitious approach, but we need to think bigger and act with greater confidence. The Wildlife Trusts are already undertaking restoration work around our coast, from seagrass meadows being restored with local young people in North Wales to new saltmarshes being created where nature can return. The next step is to join these efforts together, so they become part of a bold national vision for healthier seas. Instead of asking how we restore one habitat at a time, we should ask a much more exciting question: what would it take to bring whole coastal ecosystems back to life?

Nature does not recognise the boundaries between river, estuary and sea, and neither should our ambition. 

Wales has more sea than land, yet we have only begun to imagine what a thriving marine environment could mean for our wildlife, our communities and our future. By restoring the connections that make the coast alive, Wales can show how nature recovery at sea can be practical, hopeful and full of possibility. This is our chance to look beyond repairing what has been lost and start creating the vibrant, resilient coastlines we want future generations to inherit.
